Description This is a full-time project position that is located within the WorkSource office in Omak.
The ideal candidate for the WIOA Instructor Diploma/GED: (WorkSource Specialist 4) position is a dedicated workforce development professional who is ready and capable of supporting all WorkSource lines of business.
This individual is committed to serving all WorkSource customers, providing direct services to job seekers and employers within the WorkSource Office.
They are a strong representative of the agency, providing integrated service delivery to all customers and directly supporting the mission of ESD by partnering to connect employers and job seekers.
They are responsible for ensuring the day-to-day delivery of WIOA (WorkSource Innovation and Opportunity Act instruction to customers in the WorkSource system needing GED preparation, credit retrieval, and high school remediation.
The candidate is adept at integrating Employment Connections (EC) programs, including WorkFirst, Labor Exchange, Reemployment, Business Solutions, BFET, SFS, Veterans, Migrant Seasonal Farm Worker, WIOA, and other program services.
They provide guidance and feedback to customers regarding federal, state, local, and office policies and procedures, ensuring ongoing support of the agency performance and expectations.
The ideal candidate is expected to participate in a regionalization of services for our area, developing innovative ways to deliver services which will provide continuity to the area team, enhancing morale and staff job satisfaction.

Duties Develop and provide comprehensive, customer-centered employment and training services.
This includes: Conduct individual educational interviews to articulate program services and activities to determine their educational needs, goals and completion of their secondary education Manage caseload of students to complete their GED, High School Diploma and credit retrieval instruction.
Determine customer eligibility for program Develop educational plans for each student.
Refer students to appropriate services to support their occupational goals, secondary and post- secondary education, community resources and agencies who can support wrap around services to the students in need.
Engage students in learning financial literacy, setting up field trips and tours of employers, develop a full range of activities that keep the students motivated and support their career goals.
Engage local school districts to obtain referrals to the Omak Learning Center, an educational alternative.
Assess knowledge, skills and abilities to assist in determining employment and training activities and benefits.
This includes: Administer a variety of assessments and informal and formal educational and career tools.
Review and explain results Incorporate assessment results into employment plans in conjunction with relevant labor market information.
Perform records management functions in accordance with agency and program procedures.
This includes: Maintain and submit accurate records of attendance, student progress and achievements.

Qualifications One year as a WorkSource Specialist 3 or equivalent class within the Employment Security Department, or another state’s Employment Security agency OR A Bachelor's degree and three years of relevant experience in workforce development, social or human resource services, public relations, or public contact work, such as: unemployment insurance, social services, human resource services, education, public relations, benefits programs, insurance claims, law enforcement and banking OR a combination of education and/or relevant experience.
A Master's degree will substitute for one year of the required experience.
Or a combination of education and/or relevant experience.
AND Certification as a teacher in Washington State Preferred/Desired Qualifications: • Experience instructing adult learners with multiple barriers, representing diverse ethnicities, cultures, socioeconomic groups and learning abilities.
• Knowledge of current life/soft/basic skills instructional materials and appropriate teaching methodologies Special Requirements/Conditions of Employment: Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
