*Position Summary:*
The Executive Director of Assessment, Strategic Planning, Institutional Research, and Effectiveness (ASPIRE) is the accreditation officer and responsible for providing leadership, data, and analysis necessary to support campus planning and decision-making.
The incumbent leads a team completing requested and mandated reports, dashboards data analysis, and fostering a culture of data-informed assessment and continuous improvement.
Specific duties include but are not limited to developing and administering the evaluation and quality assurance functions for the college district.

*Essential Functions:* * Develops and leads institutional planning processes that result in the creation of strategic and operational plans for the college.
* Coordinates with other college planning functions such as capital funding requests and facilities master plan development to ensure integrated planning.
* Reviews and supports planning processes and systems and recommends changes to enhance effectiveness.
* Designs and conducts research and analyzes and interprets quantitative and qualitative data to inform institutional planning and decision-making.
* Consults with faculty, staff, and external partners on research questions and program/project design; provides supporting data to demonstrate need and document outcomes.
* Coordinates documentation and reporting of institutional outcomes and indicators as defined in the mission, college core themes, strategic plan, and other institutional initiatives.
* Designs, reviews, and selects survey instruments to provide program and institutional data; oversees large-scale survey implementation.
* Creates reports and presentations for a variety of audiences, including executives and trustees, staff and students, and the public.
* Serves as chair of the college’s Institutional Review Board, supports human subjects’ ethics training, and maintains external reporting and management around IRB functions.
* Ensures compliance with mandatory institutional data reporting to state and federal agencies, including IPEDS.
* Oversees development of operational objectives and implementation plans and assists departments and programs in identifying assessment tools and practices.
* Helps support student learning outcomes assessment at the course, program, and college levels done by instructional and non-instructional programs and departments.
* Oversees and supports grant proposal development to ensure coherence with college strategic priorities and integration with operational and budget plans.
* Serves as the college’s Accreditation Liaison Officer, including coordination of self-study planning, writing of accreditation reports, providing data for annual accreditation reports, and overseeing budget issues around accreditation and other responsibilities as defined by the Northwest Commission on Colleges and Universities.
* Oversees and helps manage college data systems, the quality of the data collected in those systems, data governance, and database development for reporting and analysis.
This is done by using SQL, Microsoft Access and Excel, and other data tools.
* Tracks, analyzes, and forecasts college student enrollments and assists Administrative Services in using enrollment data to track fiscal impacts.
* In conjunction with leadership, provides leadership for achieving institutional priorities and determines the allocation of resources in support of college operations and objectives.
* Manages department budget and supervises staff in accordance with district policies and procedures.
* Regularly reviews and updates college policies and procedures that concern institutional effectiveness, accreditation, data management, surveys, human subjects research, data agreements, and data sharing with external agencies and others assigned by the president.
* Assists the president as directed with special projects by providing research, analysis, recommendations, and reports.
* Serves as chair or member of college committees as assigned.
* Represents the college at state, regional and national conferences and in meetings with partners and constituent groups related to collaborative projects, institutional research, planning, grants, and accreditation.

*Minimum Qualifications:* * Master’s degree in business accounting, statistics, mathematics, and two years of relevant experience.
* Must have a strong data management and research background, and be familiar with statistical software packages, survey administration, and relational databases.
* Five years of progressive experience working in a position that uses local, state, or national data as part of the daily functions of work.
* Experiences with quantitative, qualitative, and mixed methods data.
* Ability to develop and deploy a variety of survey instruments and prepare summary reports of the findings.
* Experiences with reading and creating dashboards and working within a large organizational system.
* Ability to generate, create, and explain institutional reports on behalf of the college.
* Supervisorial experience.
*Preferred Qualifications:* * Experience working in a higher education setting.
* Experience serving in an institutional effectiveness executive role.
* Grant writing experience.
* Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
* Bilingual in Spanish and English.

* Student services: Knowledge of college processes such as admissions, enrollment, and financial aid; ability to be cross-trained to provide student services support.
