*OVERVIEW* Inspects and oversees the construction of highways, drainage facilities, and other types of civil infrastructure to ensure that procedures and materials comply with the plans and specifications by performing the duties set forth below.
*ESSENTIAL JOB FUNCTIONS * * Responsible for inspection of roadway, drainage, and construction projects and crushing operations.
* Responsible for performing material composition and density testing of cement concrete, hot mix asphalt, crushed aggregate, subgrade, and other materials using lab and field equipment and portable nuclear densometers.
* Assist the survey crew in collecting data and assisting in construction staking efforts.
* Assist design staff with project design and compilation of plans, specifications, and cost estimates.
* Assist in County inspection and testing of utility and private development projects throughout Douglas County.
* Observe project construction activities and document and discuss with managers and project stakeholders the progress of construction efforts, deviations from the contract specifications and plans, deficiencies of materials and work, pertinent conversations, and testing results.
* Inspect work accomplished and materials provided by contractors on County construction projects.
* Occasionally directs seasonal, part time employees.
* Ensure conformance of Contractor’s work with project plans and specifications.
* Inspect Douglas County bridges for Federal Bridge Inventory.
* Coordinate the inspection of one or more projects.
* Ensure testing requirements have been met for each item of work.
* Monitor product yields to prevent cost overruns.
* Diagnose construction problems and rectify them with speed and accuracy.
* Clearly, concisely, and legibly document daily construction activities, forces, and equipment on Inspectors Daily Reports.
* Communicate with the general public, Douglas County employees, utility companies, other agencies, and adjacent property owners regarding construction procedures, easement issues, disruptions, and timelines.
* Attend design, construction, and inspection training.
* Inspect crushing operations and assure materials meet County and Washington State standards.
* Advise contractor of testing results for crushing and stockpile operations.
* Answer contractor’s questions regarding crushing operations and procedures.
* Train other inspectors on testing and inspection procedures.
* Inspect quarries and pit sites for final clean up.
* Search archives for engineering records for Douglas County projects and the general public.
* Review records to determine existing right-of-way lines, boundary lines, and property corners.
* Keep accurate records of completed contract quantities.
* Conduct timely pay estimate reviews.
* Conduct wage surveys, disadvantaged business enterprise, and other interviews with contractor(s) or designated representative(s) employees.
* Perform tests for cement concrete slump, air entertainment, and yield.
* Prepare cement concrete test cylinders.
* Utilize computer software including Word and Excel in developing project design and contract plans.
* Calculate item quantities and develop various bid tabulations in contract plans.
* Performance of duties requires knowledge of drafting and graphics techniques, the application of engineering design and principles, and the use and application of survey equipment and techniques.
* Perform other duties as directed or required.
*KNOWLEDGE, SKILLS, AND ABILITY REQUIREMENTS* * Construction inspection, equipment, techniques, procedures, and survey and staking.
* Working knowledge of road construction, construction inspection, construction surveying, environmental regulations, permitting requirements, roadway design, materials, drafting, and mathematics.
* Familiarity and use of manuals associated with the design, construction, and inspection of projects.
* Familiarity with crushing, paving, and bituminous surface treatment operations.
* Working knowledge of aggregate, hot mix asphalt, concrete, and embankment testing methods for roadway and drainage construction projects.
· Mathematics through trigonometry and its application in field surveying and design engineering computations.
· The use of computer aided drafting and engineering design equipment and its application in the development of detailed drawings.
· Geographic information systems.

*Supervisory Responsibility* · This position has no supervisory responsibilities.
*PHYSICAL REQUIREMENTS / WORKING CONDITIONS* · Work is performed primarily in an outdoors setting with some office duties with extended periods of sitting, standing, bending, kneeling, walking, and lifting (up to 70 pounds waist high).
· Driving, climbing stairs, and walking outdoors on uneven terrain in a variety of weather conditions.
· May work an alternative schedule at the sole discretion of the County.
· Potential for working evenings, occasional weekends, holidays, overtime, and out of town travel.
*LICENSES, CERTIFICATES AND OTHER RECRUITING REQUIREMENTS* · The County may, at its discretion, consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications contained herein.
* Associate Degree in Engineering or a related field, certification as an Engineer-in-Training, certification by WSDOT as a Module Qualified Tester in at least two testing modules or demonstrated ability to meet the job function requirements through possession of listed knowledge skills, and abilities.
* Bridge Condition Inspection Training Class (BCIT), pass test is required.
* Nuclear test gauge certification required or obtained within the first six months of employment.
* Demonstrated competency in the use of engineering-related computer software.
* A valid Washington State Driver’s License is required.
