Surveillance Observer I

Distinguishing Career Factors: This is the first position in a banded series.
This is an entry-level position in the Surveillance department that is primarily used to observe and report.
Technical knowledge regarding installation and maintenance of surveillance equipment or supervisory responsibilities are not required in this classification.
Incumbents who wish to promote to the second and final step of the banded series may be exposed to on-the-job training to learn the technical knowledge for installation and maintenance of surveillance equipment.
Summary: The Observer I is responsible for reporting illegal, suspicious, or unusual activities and has a role in the process of protecting the Tribes’ gaming assets, reputation and standards.
The Observer I writes comprehensive and accurate reports and logs, with the ability to conduct investigations.
The Observer I maintains the integrity of the casino using clandestine surveillance operations.
Essential Functions: Protect the assets of 12 Tribes Colville Casinos through monitoring, detecting, verifying and reporting suspicious acts and general operations of the property through monitoring and operating camera and surveillance monitors.
Research and review video evidence requested for investigations.
Install, maintain, and use electronic surveillance equipment.
Monitors sports wagering activity to ensure compliance with requirements – e.
g.
underage use, etc.
Write comprehensive and accurate reports and documentation utilizing computer programs such as CIP, Microsoft Word, Excel, and Outlook.
Learn and maintain working knowledge of all applicable gaming laws, and regulations as well as internal controls.
Assist gaming operations to maintain compliance with internal standards, regulations and gaming regulations.
Monitors all areas of the property at all times, identifying potential security and/or safety risks and reporting them to the appropriate individual or entity, for proper resolution.
Utilizes necessary equipment, to identify, record, document and report illegal, suspicious or unusual activities occurring on property.
Research and review disputes, locate video evidence requested for investigations by other departments and observe special surveillance assignments.
Operates phones, computers, DVD’s, and other surveillance equipment; input/retrieve data and take photographs.
Stay constantly aware in order to detect equipment malfunctions or errors such as missing information.
Completes daily reports.
Maintain professional communication at all times to enhance information sharing.
Meets the attendance guidelines of the job, adheres to regulatory, departmental, and company policies.
Maintains the highest level of discretion and confidentiality while performing assignment and duties.
Maintains video evidence library for investigative purposes.
Makes suggestions and recommendations, as appropriate, with regard to possible changes in the policies and procedures of other departments, with the protection of casino assets in mind.

The incumbent may be instructed by management to perform other duties or to assist with special projects as assigned.
Knowledge, Skills, and Abilities (Minimum Qualifications): High School diploma or GED; AND Knowledge of table games or must pass table games training within 90 days of employment; AND 12 months above satisfactory experience with any of the following areas: casino operations, casino cage, casino surveillance, casino security, or table games.
Cash handling experience in a casino or bank environment preferred.
Knowledge of state laws, gaming laws, all casino games (Class II and Class III), financial areas, Tribal Internal Control Standards (TICS), with a basic understanding of the hospitality and gaming industry.
Knowledge of card cheats and basic strategy.
Demonstrated knowledge of all table games.
Strong mathematical skills for computing table-game payoffs.
Ability to utilize proper grammar and spelling.
Skill in drafting grammatically correct reports and other written documentation.
Ability and proficient skill in operating computers and Windows based programs.
Ability to utilize office equipment such as copier, fax machine, multi-line phone systems, etc.
Skill and ability in communicating verbally in a professional manner.
Ability to handle and maintain confidential information.
Ability to work independently for long periods of time and maintain a high level of concentration and productivity.
Knowledge of methods of cheating games and other related criminal activities.
Ability to read, interpret, and apply appropriate gaming rules, regulations, policies and procedures as well as related tribal, federal and state compact requirements.
Must have excellent observation and investigative skills.
Skill in managing time and meeting deadlines.
Must successfully complete and pass Title 31, Banking Secrecy Act training as required by law and policies.
Must be able to work variable hours, shifts, and sites including days, nights, graveyard, weekends, holidays, and overtime.
Must possess and maintain a valid Tribal Gaming License.
Physical Demands / Work Environment: Ability to frequently sit for prolonged periods of time.

Banded Series Training Demands: Below are specific knowledge, skills, and abilities related to the Surveillance Observer II position.
Although, it is not a complete list, the list is a general guideline of expectations and demands related to the minimum requirements of the Surveillance Observer II position in the banded series.
Fulfilling all of the expectations, that are outlined below, does not guarantee a promotion in the banded series.

An incumbent who chooses to train for the next step of the banded series must be able to meet the “Physical Demands” outlined in the list below.
24 months experience as a Surveillance Observer I in the banded series 12 months above satisfactory experience with installation, repair, preventative maintenance, and troubleshooting of CCTV digital equipment Become familiar with analog and IP camera equipment and all surveillance equipment, as well as methods of installation, operation, and maintenance of each including learning to determine and initiate cable pathways including conduit installation.
Learn to read, understand, and apply schematic diagrams.
Learn operational functions of all Surveillance equipment: Servers, Switches, Encoders, Cameras, Workstations, and any other hardware and/or software used in the operation of the Surveillance system.
Become familiar with the Surveillance Malfunction Log(s) and Surveillance Equipment Database.
Become knowledgeable of applicable safety codes and standards.
Learn to operate lifts, work at heights up to approximately 40 feet, and climb ladders.
Must possess and maintain a valid driver’s license.
Physical Demands: Ability to occasionally lift up to 50 pounds individually or up to 100 pounds frequently in a team.
Ability to frequently push, pull, and/or move up to 50 pounds.
Frequently exposed to tobacco smoke, fumes or airborne particles.
Frequently exposed to high level of noise in the work environment.
Occasionally required to reach with hands and arms, climb or balance, and bend, stoop, kneel, crouch or crawl.
Work is performed indoors but is occasionally exposed to inclement weather.
