The OpportunityWSDOT is currently seeking a Utilities Specialist (TE 2) In-Training in the North Central Region Utilities office.
This position assists and supports the Utility Project Coordinator for the relocation of utilities within WSDOT project limits and prepares permits and franchise documents for third party utilities within WSDOT right of way.
The Utilities Specialist regularly performs field reviews and inspections of utility relocations related to WSDOT projects and third-party utility installations to ensure utilities are installed according to the required specifications and permits.
This position has a working knowledge of the WSDOT Utilities Manual, Design Manual, Standard Specifications, and various other applicable manuals.
The Utilities Specialist coordinates and works with multiple support offices within the Region to ensure all elements of the WSDOT operation affected by Utilities in the right of way have been considered.
The Utilities Specialist will also prepare General Permits for third party activity within WSDOT right of way.
What to ExpectAmong the varied range of responsibilities held within this role, you will: Research existing utility franchise and permit documentation.
Assist in coordinating with utility companies in obtaining preliminary design.
Assist in preparing utility agreements.
Provide utility permit and franchise data to the Scoping, PE, and Maintenance Offices.
Communicate with various utility companies and public agencies.
Conduct field reviews of project sites to collect data.
Provide reports of utility relocation activities.
Prepare, process and coordinate utility permits and franchise documents.
Provide documentation and technical assistance.
Analyze, coordinate, and document the installation of third-party utilities in the right of way.
Transportation Engineer 1 $59,616 - $80,112 Annually Transportation Engineer 2 $65,748 - $88,416 Annually QualificationsPlease note this position has been approved for in-training; therefore, it may be filled at the Transportation Engineer 1 or 2 level.
Required qualifications for the Transportation Engineer 1 level: Two (2) years of experience as a Transportation Technician 3 or equivalent.
(Equivalent experience in land or construction surveying, drafting, transportation related data collection, utility permitting and/or accommodations, or other transportation related engineering functions).
Valid Driver’s License.
Required qualifications for the Transportation Engineer 2 level: Two (2) years of experience as a Transportation Engineer 1, Transportation Planning Specialist 1, Bridge Engineer 1, or equivalent.
ORTwo-year degree in Technical Engineering or equivalent and one (1) year experience as a Transportation Engineer 1, Transportation Technician 3, Transportation Planning Specialist 1, Bridge Engineer 1, or equivalent.
Valid Driver’s License.
It is preferred that qualified candidates also have: Construction inspection experience.
Land survey and/or construction survey experience.
Flagger and Traffic Control Supervisor (TCS) training and understanding/familiarity with the Manual on Uniform Traffic Control Devices (MUTCD).
Working knowledge of utility design and utility construction practices and procedures.
Working knowledge and understanding of the WSDOT Utilities Manual, Design Manual, Standard Specifications.
Experience with common WSDOT utilized computer programs such as Roadway Access Management Permit System (RAMPS), Micro Station, Washington State Pavement Management System (WSPMS), Utility Franchise Database (UFD), Electronic Content Management (ECM) portal, Geographic Information System (GIS) programs, and Microsoft Office products.
Important Notes In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
